Second, renting distribution is a rational laggard move, and it confirms that deployment capacity is a commodity — which is exactly why it cannot be a differentiator buyers should pay a premium for. Third, certification inflation is now structurally real: when one consultancy is the anchor partner of two competing vendors, every badge in the industry has depreciated. Fourth, the buyer’s durable protection is not the vendor’s headcount promise but action-level evidence: who attests, how, and what happens when the attestation is wrong.
A buyer’s action list
First, convert every headcount promise into an outcome contract. “1,000 FDEs will be deployed” is capacity; “these measurable outcomes by these dates, verified by this method” is a promise you can hold. Second, name the independent verifier before signing, not after. If the vendor’s answer is “our own telemetry,” you have accepted a self-attested deployment. Third, test the badge. Ask the same consultancy how it handles the conflict when your project sits between its Microsoft practice and its Google practice — and get the answer in writing. Fourth, define what evidence survives the engagement: logs, decision records, and the right to re-verify with your own auditors after the FDEs leave.
